Jira vs Jira Service Management: What’s the Difference?

The short answer: Jira is for planning and tracking work, such as software development, projects and business tasks. Jira Service Management (JSM) is for delivering service: a help center where employees or customers raise requests, and queues, SLAs and ITSM practices for the agents who resolve them. Jira is licensed per user. JSM is licensed per agent, and the people who raise requests are not licensed.

What each product is for

Jira is Atlassian’s work and project management product. Teams use it to plan, track and ship work on boards, backlogs and timelines. In 2025 Atlassian combined Jira Software and Jira Work Management into a single product called Jira, so software and business teams now use the same product.

Jira Service Management is Atlassian’s service management product, built on the Jira platform. It adds a help center where people raise requests, and the tools service teams need to handle them: request types, queues, service level agreements (SLAs) and IT service management (ITSM) practices. IT is the most common use, but HR, facilities and legal teams use it too.

How Jira and Jira Service Management are licensed

Jira: per user

Everyone who works in Jira needs a Jira license. The plans are Free, Standard, Premium and Enterprise.

Jira Service Management: per agent

You license the agents, the people who work tickets. Customers and requesters who raise requests through the help center are free and unlimited, which is the biggest practical difference in cost between the two. JSM is now sold as part of Atlassian’s Service Collection, which bundles Jira Service Management, Customer Service Management and Assets. There is a Free plan for up to 3 agents.

Each product is licensed separately, so someone who needs full access to both needs a license for each. If your teams are mixed, we can work out the right combination before you buy or renew.

What Jira Service Management has that Jira does not

  • A help center: a portal where employees or customers raise requests without needing a Jira license.
  • Request types and queues: structured forms for each kind of request, routed into queues for agents.
  • SLAs: response and resolution targets tracked on every request.
  • ITSM practices: request, incident, problem and change management, following the way IT teams work.
  • Assets: a database for inventory and configuration items, linked to the requests they affect.
  • Knowledge management: articles that help people solve their own problems and deflect requests.

Using Jira and Jira Service Management together

Most organizations that run JSM also run Jira. A request in JSM can be linked to a work item in Jira, so when a service request turns out to need a code change, the service team can hand it to developers and follow its progress without re-typing it. This is one of the main reasons teams already on Jira choose JSM for their service desk.

Which one do you need?

  • Jira if your teams plan and deliver work: software development, projects, marketing or operations tasks.
  • Jira Service Management if a team receives requests from other people and needs to track and resolve them against targets: an IT help desk, HR services, facilities.
  • Both if service teams and delivery teams need to work together, which is the most common case.
