Atlassian Licensing Explained: Cloud Editions, Pricing and Data Center EOL
This page answers the licensing questions buyers actually ask us about Jira, Confluence and Bitbucket — which edition you really need, what Data Center’s end of life means for your renewal, and where Atlassian bills catch teams by surprise. Figures are Atlassian list prices in USD.
The short answer: Data Center is closed to new customers and goes read-only on 28 March 2029, so Cloud is the only forward path for most organisations. On Cloud, the edition decision is rarely about features — it is about whether you need SSO (which requires a separate Atlassian Guard subscription unless you buy Enterprise) and whether you need 24/7 support and an uptime SLA. A Cloud list price increase takes effect 13 October 2026, and quotes locked before that date hold the old pricing.
What are the Atlassian Cloud editions, and what does each one limit?
Every Atlassian Cloud product sells in four editions. The gates that matter commercially are support level, uptime SLA, sandbox and release tracks, and number of sites.
| Jira Cloud | Free | Standard | Premium | Enterprise |
|---|---|---|---|---|
| Users | 10 | Up to 100,000 | Up to 100,000 | Up to 100,000 |
| Storage | 2 GB | 250 GB | Unlimited | Unlimited |
| Support | Community | Business hours | 24/7 Premium | 24/7 Enterprise |
| Uptime SLA | — | — | 99.9% | 99.95% |
| Automation | 150 steps/site | 400 steps/user/mo | 750 steps/user/mo | 1,000 steps/user/mo |
| Sites | 1 | 1 | 1 | Up to 150 |
| Audit log | — | Yes | Yes | Yes |
| Sandbox & release tracks | — | — | Yes | Yes |
| Data residency | — | Yes | Yes | Yes |
| SAML SSO | Requires Atlassian Guard Standard | Guard Standard included | ||
Confluence Cloud follows the same four-edition structure with a higher user ceiling and analytics gated at Premium. Bitbucket Cloud is the exception — it has no Enterprise edition, only Free (up to 5 users), Standard and Premium.
Do I need Premium just to get SSO?
No — and Premium will not give you SSO either. SAML single sign-on and SCIM user provisioning are not part of any Jira or Confluence edition below Enterprise. They come from Atlassian Guard Standard, a separate subscription at $4.20 per user per month. Free, Standard and Premium all require it. Only Cloud Enterprise includes Guard Standard at no extra cost.
This is the single most common budgeting miss we see. A 200-user Standard deployment that needs enforced SSO is not paying the Standard rate — it is paying Standard plus roughly $10,000 a year in Guard.
Two things make Guard behave differently from product licences:
- Guard bills organisation-wide, not per product. Every unique user across your whole Atlassian org counts once. If you run Jira, Confluence and Bitbucket, that is cheaper than you would expect, because you pay for the person, not the seat in each product.
- Users of your free products still count as billable Guard users unless you exclude them with a non-billable authentication policy. Teams that stood up a free Trello or Jira Product Discovery instance for a side project routinely find those people on the Guard bill.
Guard Premium, at $8.18 per user per month, adds data classification, anomalous activity detection and sensitive content scanning. It currently covers Jira and Confluence Cloud only.
How does Atlassian Cloud volume pricing actually work?
Atlassian Cloud monthly billing is progressive per seat, like tax brackets — not a flat rate that drops retroactively once you cross a threshold. Rates step down at roughly the 100, 250 and 500-seat marks, and each band is priced separately.
Atlassian’s own worked example for Jira Standard at 450 seats on monthly billing shows how this lands:
| Seat band | Rate | Band subtotal |
|---|---|---|
| Seats 1–100 | $8.60/user | $860.00 |
| Seats 101–250 | $7.30/user | $1,095.00 |
| Seats 251–450 | $6.10/user | $1,220.00 |
| Total | Blended ~$7.06/user | $3,175.00/month |
Why per-user prices quoted online never agree: every source is quoting a different point on this slide, and some quote annual while others quote monthly. There is no single “Jira price per user.” Always price your actual seat count against current rates — Atlassian changes list pricing annually. As an Atlassian Solution Partner we can pull exact current pricing for your seat count and billing term, including any partner pricing you qualify for: contact us for details or a quote.
Annual billing works differently. It is sold in fixed user tiers rather than progressive per-seat bands, and the tier is locked at purchase and cannot be changed mid-term. Where your headcount sits inside a band decides whether annual or monthly is cheaper. If you are at 101 users you may pay the same as an organisation with 250.
What published Atlassian Cloud prices can I rely on?
| Product | Standard | Premium | Enterprise |
|---|---|---|---|
| Bitbucket Cloud | $3.65/user/mo | $7.25/user/mo | Not offered |
| Atlassian Guard | $4.20/user/mo | $8.18/user/mo | Standard included with Cloud Enterprise |
| Teamwork Collection (Jira + Confluence + Loom) | $13.08/user/mo | $28.08/user/mo | Custom, 801+ users, annual only |
| Service Collection (JSM) | $20.00/agent/mo | $51.42/agent/mo | Contact sales, annual only |
Bitbucket Cloud add-ons run $10/month per additional 1,000 build minutes or 100 GB of LFS storage. Academic and community Bitbucket licences are free with 500 build minutes and 5 GB LFS.
Is Atlassian Data Center still an option?
Only if you already own it. Atlassian stopped selling Data Center to new customers on 30 March 2026. Existing customers can buy expansions, tier increases and Marketplace apps until 30 March 2028. On 28 March 2029 all Data Center licences and their associated app licences expire and instances go read-only.
Through the transition Atlassian commits to technical support and security updates for critical issues only. Data Center exists for Jira Software, Jira Service Management, Confluence, Bitbucket, Bamboo and Crowd. Bitbucket Data Center has a dual-licence exception that allows continued access past March 2029 on source-code sensitivity grounds, but the terms of that carve-out are not published.
Data Center list prices rose 15% on 17 February 2026 for Jira, Confluence and JSM, with legacy “Advantage” pricing on Jira Software Data Center realigning to standard list at an 18–40% increase. Academic (50% off) and Community licences were unchanged. Data Center is annual only and sold in fixed user tiers rounded up — 450 users pays the 500-user tier.
If you are having this conversation at renewal, the honest framing is that Data Center is a runway, not a destination. The practical question is whether you migrate on your own timeline in the next two years or on Atlassian’s in 2029.
Where Atlassian bills catch buyers out
Users are counted per product, not per organisation
Jira and Confluence bill separately. Somebody who uses both is two licences. Jira Service Management bills agents only — the people raising tickets are free and unlimited. Atlassian Guard is the one exception, billing org-wide across every product. If a meaningful share of your people use both Jira and Confluence, price the Teamwork Collection against buying standalone; Premium and Enterprise collections include Rovo and Guard Standard.
Monthly billing charges your peak, not your average
Atlassian monthly billing uses Maximum Quantity Billing: you pay for the highest seat count reached at any point in the cycle. Mid-cycle additions are prorated; mid-cycle removals do not reduce that month’s bill. For organisations with contractors or seasonal staff this is a real and recurring overcharge.
Dormant accounts cost full price
A user stays billable until they are explicitly deactivated, deleted, or removed from a synced directory. Revoking their product access is not enough. A quarterly dormant-account review is the single highest-return licensing hygiene task in Atlassian.
Marketplace apps must match the host product tier — automatically
Atlassian enforces that paid app licences exactly match the host product licence. Upgrade Jira from Standard to Premium and every app tier upgrades with it, in the same billing event. Two consequences follow: Cloud annual app pricing is billed at 10× the monthly rate (so roughly two months free), and apps that were licensed by user tier on Data Center become per-user subscriptions on Cloud, frequently at a higher effective rate. At enterprise scale apps commonly add 35–75% on top of base product licensing. Renewal quotes often omit apps entirely — check.
Features move between editions at renewal
Atlassian repackages. Jira Service Management moved incident and change management from Standard to Premium, an effective increase of well over 100% per agent for equivalent function, and restructured again in December 2025. Budget for the possibility that what you bought at Standard is a Premium feature next cycle.
Is Rovo included, or is AI an extra?
Rovo is bundled into every paid Cloud plan — no separate purchase. Each user gets a monthly credit allowance that pools at organisation level across your Atlassian apps:
| Rovo credits per user/month | Standard | Premium | Enterprise |
|---|---|---|---|
| Jira & Confluence | 25 | 70 | 150 |
| Teamwork / Service Collections | 250 | 700 | 1,500 |
Overage is $0.01 per credit. Rovo Dev is a separate SKU at $20 per developer per month including 2,000 Rovo Dev credits.
Plan for 3 December 2026. Atlassian has announced expanded usage-based pricing. From that date, allowance limits and metered billing take effect for Rovo Chat, Confluence AI Slides, Jira Coding Agent, Teamwork Graph queries — and for automation steps and AI agent resolutions. Inline summaries, rewrites and Rovo Search stay free. If you are signing now, model AI overage from December.

Frequently asked questions
Can I mix editions across Atlassian products?
Yes, and it is normal practice. Jira Cloud and Confluence Cloud can sit on different editions and still connect to each other. The only cost is losing cross-product features that need the higher tier on both sides — Confluence Premium cannot use Advanced Roadmaps if Jira is on Standard. What you cannot do is mix editions within a single product on a single site: one site, one edition.
What happens when we outgrow the Free plan?
Exceed 10 users and Atlassian notifies your billing contacts. After 7 days the site automatically upgrades to Standard unless you remove the extra users. There is no hard cliff higher up — Jira Cloud scales to 100,000 users on one site.
Is there a minimum user count for Cloud Enterprise?
Enterprise is positioned at 801+ users and is annual billing only. Below that, the Standard or Premium plus Guard combination is the comparison to run.
Is annual billing cheaper than monthly?
Usually, but it is not a flat discount — Atlassian markets “up to 17%” on collections. The real driver is tier positioning. Annual locks a fixed user tier you cannot change mid-term; monthly is progressive per seat with peak-count exposure. If you sit just above a tier boundary, annual can cost more.
Do nonprofits and schools get a discount?
Yes. Registered charities get 75% off list through Atlassian’s community programme, verified via Goodstack. Accredited academic institutions get 50% off. Qualifying open source projects can get Standard free. There is no dedicated startup programme — Atlassian points small teams to the Free plan.
What migration incentives are available from Data Center?
An extended free Cloud trial matching your remaining Data Center subscription, up to 12 months, covering up to 20,000 users across Jira, JSM, Confluence, Bitbucket and Guard Standard. Step-up credits give pro-rated value for unused Data Center time, and dual licensing extends Data Center at a 100% discount for up to a year while you run both in parallel. Worth knowing: real-world parallel running for large estates commonly runs 18–24 months, which is longer than the free dual-licensing window.
Does the October 2026 price increase affect our renewal?
The Cloud increase takes effect 13 October 2026 and applies to new purchases, renewals and upgrades. Reported increases run roughly 7% on Jira and Confluence Standard and Premium below 5,000 seats, 10% at or above 5,000 seats, 8% on Enterprise, 7.5–10% on JSM, 10% on Bitbucket Premium, and 3–5% on Guard. A quote locked before 13 October holds the old pricing — the same principle Atlassian applied to the February Data Center change.
