Seat cost is the per-user monthly list price times your developer count. Credits used is a range per developer for the usage level you picked. Overage is whatever usage exceeds the credits included with your seats or plan, at the vendor’s list rate. The usage ranges are ReleaseTEAM planning assumptions, not vendor figures: neither GitHub nor GitLab publishes typical usage per developer.

Why the bill moves now
GitHub moved all Copilot plans to usage-based AI Credits on June 1, 2026. Seat prices did not change, but usage beyond what is included is metered. GitLab bills the Duo Agent Platform in GitLab Credits. On both, the same team can cost very different amounts from one month to the next, depending on models and agents used.
